River Festival Entertainment
What value does the Smoky Hill River Festival hold for Salina after thirty years? Beyond a “fun time” what does the Festival accomplish on a yearly basis?

As we enter the 31st year it seems appropriate to revisit the reasons the Festival was created. Reprinted here are the Smoky Hill River Festival’s original Mission and Goals from 1977.


Festival Mission:
To celebrate the arts and this community through a festival happening that is accessible to anyone – physically, psychologically, and economically.

Festival Goals:

  • To heighten community awareness of and appreciation for the arts.
  • To provide a forum for the community to come together and to participate actively in many different ways.
  • To support artists, both performing and visual, directly and indirectly.
  • To develop a broad base of community support through volunteerism and financial underwriting.
  • To provide a way for the community to become aware of its own potential as a whole, thereby developing pride and resourcefulness.
  • To bring many people to Salina to join in the celebration, thereby enhancing the image of the community and the reality of the strong linkage between the arts and economic development.
  • To establish the Arts and Humanities Commission as a viable, essential part of community growth and development.
How amazingly fresh and relevant the Festival's Mission and Goals appear today! The Smoky Hill River Festival speaks volumes about Salina's resources, flexibility, perseverance and creativity. As is often expressed, "If Salina can produce the Smoky Hill River Festival, how incredibly capable and progressive Salinans must be in other aspects of community development!"

Baaba Seth Carpet Bag Brigade 30th Anniversary highlights included: "The Salina Project, a Portrait of Place" by Les Slesnick; Art Car events; Salina Water Treatment Plant installation by Kent Williams; and entertainment, The Wailin' Jennys, Baaba Seth, NeedFire, and the Carpet Bag Brigade.
